  Many Federal Agencies have scheduled vendor outreach meetings with small businesses on a monthly or quarterly basis. Does PBS do this in each region? If not, it would be an excellent program for matchmaking with small businesses.

  I notice that some of these Vendor Matchmaking events are in large metropolitan areas but due to the economic times, some of us cannot afford to travel to DC or 800 miles to the event. It would be nice to have events in mid-sized cities as well. Also, it would be nice to be able to know about opportunites less than $25,000. Maybe the GSA PBS managers can send an email to registrants in their respective area for those types of opportunities.

  New technology is awesome but some public sector agencies don't have the time to evaluate and champion our efforts. Trade shows are sometimes the answer but folks need to devote a good deal of walking around time. If 4-6 complimentary technologies could be highlighted over a webinar with each taking no more than five minutes to explain their value prop -- then more exposure to these gee-whiz products and solutions would be nearly guaranteed. My guess is that cyber, cloud-based, and human capital are hot enough to find 4-6 complimentary technologies to fill an hour.

  Maybe you should create a consultant pool and contract with experts or people on contract to farm out our services to those you contract with and you provide you with a percentage or a flat rate of fees for services and GSA

  takes the rest. Contracts should be short-term making people stay viable and substainable because they will never be able to become complacent or comfortable if they are on short term contracts that have a time limit.

  You might consider using Twitter to provide vendors status updates throughout the procurement process. The BetterBuy Project (GSA was one of the three sponsors, alonng with NAPA and ACT/ACT) has looked at this and it has some merit. Pro-active Twitter updates could reduce the number of incoming inquiries (which can serve to deelay forward progress) as well as keep industry up to date on specific procurement milestones up to the point of award.

  Consider using blogs with specific acquisition programs to provide more information and detailed status to industry, and to collect industry feedback. Using a blog could help in the requirements development/refinement process along with standard RFI or BAA techniques. A blog might be used in conjunction with a WIKI if GSA actually was seeking to have industry invovemenbt in "building" a requirement. Obviously, the lawyers would have to look at this and debate to what extent participants might be impacted. You may wish to check with the GSA acquisition professionals that are involved with the BetterBuy Project pilot procuremnents, since part of this suggestion (the WIKI part) is already gaining some traction withing GSA.

  The Government has been using Industry Days to promote competition. They are usually aimed at providing industry a better understanding of the upcoming procurement. They can also be a networking opportunity for industry to explore teaming opportunities that may benefit the Government. Ideally, they provide an early opportunity for the Government to describe preliminary aspects of the upcoming acquisition while potentially improving acquisition strategy based on industry information. This is all good.

  Increasing access to industry through collaboration sites such as Skype, GotoMeeting, TokBox potentially allows additional participation from industry and enables industry day to potentially be recorded for later use/reference by the Government and industry.

  We want to establish a community center offering basic education, financial education and bank accounts for citizens in Ghana. The aim is to create local centers for social and economic development as the means for addressing core problems of poverty. The first phase is to launch one center, work out the bugs, and then replicate accross West Africa. Ghana is a stable democracy and therefore an ideal place to initiate this work.

  Note: This idea is quite simple. it is not microfinance, it is not aid, and it is not aimed to strengthen humanitarian programs. In contrast, it is aimed to actually generate business opportunities, local employment, and civil society behavior wihich includes the paying of taxes.

  Private investment and Government involvement to faciliate public / private business is needed for the success of this idea

Each site has a multi facet role and mutiple entry effects and each utilizes the simpel human thought metrics for entry gate use while keepign all data phsyically separate for security task measure. Each site si truely simplistic and human natural with tools presently in development but proven easy use and user comfortable. eterra.us I originated for USGBC / USGS sci use and contractorslocator.com I developed for civilian and gov interface uses with tools that will seriously streamline the construction industries. each has the potential to employ 500-2000+ people and save billions in effecive communications and resource.
